- How do I get that item over the border?
The simplest way is to call Fedex. They have their own customs division.
From Canada to the US for example you need to supply Fedex with a Commercial Invoice and FCC Certificate
along with the waybill. Supply your Canadian shipper with your EIN Number (Employment Identification Number) or
SIN number, give Fedex permission to broker (freight broker) on your behalf and the item shows up at your door
like any other shipment. Going from the USA to Canada you only need the Commercial Invoice. Going to a country
other than the USA from Canada you need a Commercial Invoice and a B13 form
If you are a little more savey in shipping then you will provide the tarrif number that you want used. The Tariff
Number is a code number assigned to goods and for a lot of countries these numbers are standardized (NAFTA).
This number identifies how much duty will be charged on an item when it crosses the border.
An example would be Camcorders have a Harmonized Tariff Code of 8521.10.9000 and it is Duty Free.
If an item has been manufactured in a country (say the USA) and it is being sold into that country (the USA), it is
duty free.

Commercial Invoice
The Commercial Invoice is the foundation of all other documents required for international shipping. Information
provided on other international shipping documents, including the air waybill or shipping label, must correspond
with the Commercial Invoice.
What is It?
The Commercial Invoice is a document between a seller (exporter) and a buyer (importer) with complete listing and
description of goods. FedEx provides separate Commercial Invoices forms for use with FedEx Express® and
FedEx Ground® international shipping.
Why is It Needed?
It is the primary document used by most foreign customs agencies for import control, valuation, and duty
determination.
